What a West Virginia plate lookup shows

A license plate points to one car. We turn the West Virginia plate into the car's 17-character VIN, show you the year, make and model, then read its history: salvage, flood and rebuilt brands, title history by state, odometer readings and theft records. You also see the factory specs and the safety recalls for that model year before you pay. What it never shows is the owner: the federal Driver's Privacy Protection Act keeps names and addresses in DMV records private, and we don't sell them.

What a West Virginia plate looks like, and what's new

West Virginia puts one plate on a car, on the rear. State law (W. Va. Code §17A-3-15) only calls for a front plate on truck tractors and road tractors. The plate has to be fastened level, at least twelve inches off the ground, and kept clean enough to read. A standard or scenic personalized plate can carry up to eight characters. Type the plate as it reads, without spaces; we find the car.

The DMV keeps adding designs, so the plate on the car you're looking at may not be the standard one:

The plates stay with the seller. When a West Virginia car is sold, its registration expires, and state law (§17A-4-1) makes it the seller's duty to keep the plates. The seller can move them to another vehicle of the same class; the DMV's 2025 fee list puts the plate transfer at $10.50. You title the car in your name and register it with your own plates. A worn or faded plate can be swapped at no extra charge at renewal; at any other time the DMV charges $10.

West Virginia title brands: what the lookup can show

Our $5 report reads the car's NMVTIS record, the national title database West Virginia reports to, so a brand from here or from any other state shows up. West Virginia's own brands are set in W. Va. Code §17A-4-10:

SalvageA total loss, meaning damage equal to 75% or more of the car's market value in a national used car guide, that the insurer decided can be repaired. A flood car counts as a total loss too. A salvage title costs $22.50. The car can't be registered for the road until it's inspected and retitled as reconstructed.
ReconstructedA car totaled here or in another state that was rebuilt and passed the state inspection. The word goes in bold print on the face of the title.
Cosmetic total lossTotaled for damage that is only cosmetic, where no repair is needed to drive the car legally and safely. Flood and fire damage never qualify. The law says this brand may not be removed.
NonrepairableDamage so bad the car can't be driven safely and has no resale value except as parts or scrap. A car branded junk or nonrepairable can never be reconstructed.
Flood-damagedSubmerged in water to the point that water got into the passenger or trunk compartment. Flood status, like fire damage, is printed in bold on the face of the title.
Odometer, buyback and other recordsAlso tracked in NMVTIS whenever any state reported them.

How a car gets a reconstructed title. A salvage car from another state first trades its out-of-state title for a West Virginia salvage certificate (form DMV-SV-1). The rebuilder keeps every receipt for parts, equipment and materials, and the DMV tells them to keep copies of all records, receipts and photos for at least three years. Airbags have to be intact or replaced to the maker's specifications. The car can't go on a public road except on a one-trip permit from the West Virginia State Police to drive it to the inspection, which the DMV holds on set days at regional offices such as Charleston, Clarksburg, Martinsburg and Morgantown. The state inspection costs $35. When a reconstructed, cosmetic total loss, flood or fire-branded car is titled, state law (§17A-4-10) also has the DMV collect the privilege tax on its value.

If the seller's story doesn't mention any of this and the report does, that's the conversation to have before money changes hands.

What a West Virginia title transfer costs

Buying from an individual, the buyer pays at a DMV regional office when titling the car. Amounts below are from the DMV's titles page and the fee list in its 2025 titling seminar manual.

Title fee$15.
6% taxWest Virginia charges 6% tax when the car is titled. From an individual, it's 6% of the price you declare, as long as that price is more than 50% of the car's NADA Clean Loan value. Below 50%, you need a notarized bill of sale signed by both of you, or the tax is charged on the full NADA value. For a car two years old or newer bought from anyone other than a registered dealer, the tax is always on the current NADA Clean Loan value, and the DMV won't accept a notarized bill of sale to lower it.
Lien$10 to record a lien on the new title.
Registration$51.50 for a basic Class A car plate, $151.50 for a gas-electric hybrid and $251.50 for an electric car.
Family transferNo gift affidavit is needed for a West Virginia-titled car passed strictly between parent and child or between spouses. Other gifts need the Affidavit of Transfer of Ownership Without Consideration (form DMV-5-TR), or the tax is charged on full book value. If a lien goes on the new owner's title, it isn't tax-exempt: the tax is 6% of the lien amount, and an individual lienholder has to include a signed copy of the loan agreement.
Altered titlesA title with a changed or conflicting price plus a second bill of sale is rejected. The seller has to get a duplicate title ($15), or the tax is charged on book value.

The DMV warns that false information about gifts or tax values can get both people's licenses, registrations and permits revoked, suspended or canceled.

West Virginia forms and deadlines

Form DMV-1-TRApplication for Certificate of Title. The buyer files it with the signed title.
The title itselfBoth the seller and the buyer sign the back. If the owners' names are joined by "AND", every owner signs. Buy only from someone whose own name is printed on the title and who can hand it over at the sale.
Form DMV-7-TRThe DMV's bill of sale. A notarized bill of sale also works. Either one needs readable copies of both people's driver's licenses.
OdometerThe seller writes the exact mileage in the title's assignment section. If the title has no such section, form DMV-TM-1 is used. The reading must not be lower than the one on the title.
Inspection deadlineThe DMV's two pages disagree for a car bought in West Virginia without a valid sticker: its inspection page says within three days, its registrations page says within 10 days. Plan on three. A car bought out of state, or brought in by a new resident, has 10 days from titling.
InsuranceWest Virginia law requires every registered vehicle to be insured. The inspection station asks for the registration card and a current insurance certificate.
PlatesThe seller keeps them. Plan on registering the car in your name before you drive it on your own plates.

The DMV's own buyer checks are short: the seller's name printed on the title, the VIN on the car matching the title exactly, and an odometer reading no lower than the title's.

Inspections in West Virginia since 2024

West Virginia still requires a safety inspection. Since January 1, 2024, under House Bill 2310, it's every 24 months instead of every year, at any official inspection station licensed by the West Virginia State Police. The sticker goes on the inside of the windshield and costs at most $19, which covers both years. Driving without a valid sticker is illegal.

The inspection checks that the car's mechanisms, brakes and equipment work properly, and it applies to every motor vehicle and trailer registered in the state.

For a buyer, the deadline is the part that bites: the DMV's inspection page gives three days if the car was bought in West Virginia without a valid sticker (its registrations page says 10). Look at the sticker and ask when it runs out. A sticker that expires next week means you're paying for the inspection, and for whatever it fails.

A bill to repeal the inspection entirely, Senate Bill 249, was introduced in the 2026 session and sent to committee in January 2026. As of this check, the DMV still lists the inspection as required.

West Virginia license plate lookup questions

How do I look up a West Virginia license plate?

Type the plate above with West Virginia selected. We turn it into the car's VIN and show the year, make and model at no charge, then the $5 report shows its title brands, odometer readings, total-loss records and theft check.

How much does it cost to transfer a car title in West Virginia?

The title fee is $15, plus 6% tax on the price (or on the NADA Clean Loan value in some cases), plus $51.50 to register a basic Class A car ($151.50 hybrid, $251.50 electric). Recording a lien adds $10.

How does West Virginia's 50% NADA rule work?

If you pay more than half the car's NADA Clean Loan value, the 6% tax is on your price. If you pay less, you need a notarized bill of sale signed by both buyer and seller, or the tax is on the full NADA value. Cars two years old or newer bought from a non-dealer are always taxed on the NADA value.

How often does West Virginia require a vehicle inspection?

Every 24 months since January 1, 2024, at a station licensed by the West Virginia State Police, for a sticker that costs at most $19. For a car bought in-state without a valid sticker, the DMV's inspection page says within three days and its registrations page says 10; plan on three.

Can a salvage car be retitled in West Virginia?

Yes, as a reconstructed vehicle, after it passes the $35 state inspection with receipts for the repair parts. The DMV also collects the privilege tax on its value. A car branded junk or nonrepairable can never be reconstructed.

What is a cosmetic total loss title in West Virginia?

A brand for a car that was totaled for damage that is only cosmetic, so no repair was needed to drive it legally and safely. It can be issued without a further inspection, but the brand can never be removed. Flood and fire damage don't qualify.

Can I find the owner of a West Virginia plate?

No. The federal Driver's Privacy Protection Act keeps owners' names and addresses in DMV records private, and no proper plate lookup shows them. You see the car, not the person.

Who runs vehicle titles in West Virginia?

The West Virginia Division of Motor Vehicles (DMV), part of the West Virginia Department of Transportation, issues titles, plates and registrations. Safety inspections are done at stations licensed by the West Virginia State Police.
